Who can apply?
This visa is for an accredited government official who needs to go to the U.S. to transact official business on behalf of Indian government.
This visa category is further classified into following three categories:

(1) A-1, is for high-ranking foreign government officials and their immediate family

(2) A-2 is for other foreign government officials and their immediate family.

(3) A-3 is for attendants, servants and personal employees of persons who are eligible for A-1or A-2 status.

Conditions for A-1 & A-2 applicants

(1) Applicant must have been accredited by Indian, government recognized de jure by the Government Of the U.S.

(2) Applicant must intend to engage solely in official activities on behalf of Indian government while in the U.S

(3) Applicant must have been accepted by the President, the Secretary of State, or a consular officer acting on behalf of the Secretary of Stat or

(4) Applicant is a member of the immediate family of a person who is eligible for an A-1or A-2 Visa.

Additional documents required

(1) A passport that must-be valid for atleast 6, months from the date of entry into the U.S.

(2) A completed and signed Nonimmigrant Visa Application (DS-156 Form).

(3) One photo that, matches the requirements.

(4) A-I & A-2 Visas

(i) Diplomatic Note

(5) A-3 Visa

(i) Diplomatic Note or other evidence of the official status of the employer

(ii) Service Contract

(iii) Advisory opinion if the, applicant is under 17, not a domestic employee by work experience or background, or is related to the employer.
