Work Pass/Work Permit
When an Indian wants to take up employment or do business in Singapore he must have a valid Work Pass. There are three main types of Work Passes/Permits.
(a) Employment Pass
(b) S, P and Q Pass.
(c) Work Permit.


Work Permit/Pass can not be applied for in India. The application can only be made in Singapore either by the Singapore employer or by an individual applicant at any SingPost post office or Work Permit Online (WPOL) under e-Service at MOM's web site at http:// www.mom.gov.sg.

The Work Permit Application Forms can be printed from MOM's website (click on 'Forms'>'For Business Employesr'>' Application for Work Permit').

(a) Employment Pass.

An Employment Pass (EP) is a Work Pass which is issued to an aspiring Indian applicant who holds acceptable degrees, professional qualifications or specialist skills, and the applicant's monthly basic salary is above S$2,500.

(b) S, P and Q Pass

AS Pass is a new category of work pass which has been introduced in Singapore with effect from 1 July 2004. An Indian who is offered a monthly basic salary of at least S$1800 is eligible to apply for S Pass.

Generally persons who are in Singapore on Long-Term Social Visit Passes are allowed to work on R Passes, S Passes or P and Q Passes. Since there are various categories of Long-Term Social Visit Pass holders, Work Pass policies for each category may vary and controls and criteria may apply depending on the category of Long-Term Social Visit Pass holder.

(c) Work Permit.
A Work permit (WP) is issued to a skilled or an unskilled Indian worker who is offered with a monthly basic salary of less than S$ 1,800. The duration of any WP is generally two years though subject to the validity of the workers' passport, the

Banker's Insurance Guarantee and the worker's employment period, whichever is shorter. A prospective employer should apply to the Controller of Work Permit for a WP before employing a worker. Following categories of Indians need a Work Permit:
1. Singapore Permanent Resident.
2. Dependant's Pass holder under the Employment Pass scheme.
3. Full matriculated or registered student who is on vacation.

4. Full time matriculated or registered student from approved IHL whose working hours do not exceed 16 hours a week.

Now we shall briefly discuss here about Long Term Social Visit Pass (L TSVP) holders, who are in Singapore and would like to take up employment in Singapore as they are allowed to work in Singapore on Work Permits. It is strongly recommended that LSTVP holders should contact Immigration and Checkpoints Authority (ICA) before applying for Work Permits or Employment Passes.

The grant of an Employment Pass or the specific Passes i.e. P, Q, or S Passes to L TSVP holders is based on the criteria of salary, educational qualification, job etc. Applicants who cannot meet the criteria of S Pass will have to apply for Work Permits.

A. Long Term Social Visit Pass Holders having Family Ties in Singapore.

This section refers to the L TSVP holders who are spouse, unmarried child or parent of SCs and SPRs. Applicant under this category is allowed to work on work permit in all economic sectors. He is, however, not allowed to work in objectionable occupations such as bar or dance hostess and masseur.

Applicant should first search for a job with an employer in Singapore, after which the employer should submit the normal Work Permit application for MOM's consideration. The application form should be supported with the following documents:

Copy of marriage Certificate indicating clearly that the LTSVP holder is the spouse of a SC or SPR (in case of Spouse). Copy of Birth Certificate indicating clearly that the L TSVP holder is the unmarried child of a SC or SPR (in case of unmarried children).

Copy of Birth Certificate of the SC or SPR indicating clearly that the L TSVP holder is the parent of SC or SPR (in case of parent).

B. Long Term Social Visit Pass Holders who are Mothers accompanying their child.

This section refers to the LTSVP holders who are mother of a child attending mainstream schools and have come to Singapore to look after the child while h/she is completing his/her studies.
Applicants under this category can not apply for any job during the first year of their stay in Singapore. Thereafter, they can apply to the Ministry of Work Permits to work subject to the condition of remaining duration of 4 months of their LTSVP. They are not allowed to work in objectionable occupations.
Applicant should first search for a job with an employer in Singapore, after which the employer should submit the normal Work Permit application for MOM's consideration. The application form should be supported with the following documents:
Copy of the child's Student Pass.
Letter from child's school indicating his/her current education level.
Copie/s of the current LTSVP and first LTSVP issued.
In case the academic result of the student in school is not up to the standard, the possibility of rejection of Work Permit for the mother is very high, because the primary object behind issuing the visa to the mother is to ensure that the child has a conducive environment to do his best.  

C. Other Categories of LTSVP holders.

Applicant under this category is allowed to work on work permits in all economic sectors. He is, however, is not allowed to work in objectionable occupations such as bar or dance hostess and masseur.
Applicant should first search for a job with an employer in Singapore, after which the employer should submit the normal Work Permit application for MOM's consideration. Approval is subject to the employer meeting the normal work permit criteria such as Dependency Ceiling and levy (DC), as in case of other Work Permit holders. DC requires Singaporean companies to maintain a certain local workforce level and certain average of CPF contributions over the past 3 months before they can employ any foreign worker.
