Who can Apply?
A student applicant may apply under this category provided he wants to pursue full-time studies in Singapore in a Case Trusted institution, which is:

Registered with the Ministry of Education (MOE) OR

An institution having permission from the Commissioner ICA, to submit student pass applications for international students who are interested to take up its courses OR

An institution licensed by the Ministry of Community Development Youth and Sports (MCYS) to operate as a childcare center.

Following are the types of institutions where a student may take admission to pursue full-time studies in Singapore and then apply for Student Pass:

(a) Approved Private Education Organizations or Kindergartens registered with Ministry of Education or Childcare Centers licensed by Ministry of Community Development, Youth and Sports.

Note:
W.e.f. 1 Sept. 2005, students pass application will not be executed if the institute is not enrolled in a Case Trusted Institution.

(b) Foreign System Schools.
(c) Institutes of Technical Education.
(d) Government/Government-aided/Independent Schools.
(e) Polytechnics and Universities.
Following categories of students can pursue studies in Singapore without obtaining a Student Pass:

Dependant's Pass holder studying in a Government/ Government-Aided/ Independent school! Foreign System School/ Kindergarten registered with MOE or Childcare Centre licensed by MCYS.

Immigration Exemption Order holder.

Visitor who has been granted a Short Term Social Visit Pass at the Singapore Checkpoint and wishes to attend a short course that can be completed within the validity of the initial Social Visit Pass granted to him at the Singapore Checkpoint or 30 days, whichever is shorter. The course opted by the student must also satisfy the following criteria:
(a) It is a complete and stand-alone module of its own; and (b) It must not involve hands-on practical occupational training and/ or industrial attachment

which have interaction with walk in customers or be conducted at premises that are also places of business, e.g. hair salons and beauty salons.

Conditions
The applicant must be accepted by one of the above mentioned approved institutions.

All Student Pass applications must be applied and processed in Singapore through the local sponsor of the applicant at the following address either in person or by post:

Visitor Services Centre
Immigration & Checkpoints Authority,
4th Story, ICA Building,
Singapore 208718.

With effect from 01st January 2005, applications under the category of Polytechnics and Universities for pursuing courses offered by the Institutes of Higher Learning (IHLs) in Singapore are to be submitted via the Student Pass On-Line Application & Registration (SOLAR) system.

An applicant who has been offered a place, as a full-time matriculated student at any of the IHL has to apply for a Student Pass electronically via the internet using the SOLAR system.

The IHLs include National University of Singapore, Nanyang Technological University, Singapore Management University, INSEAD (Singapore), University of Chicago Graduate School of Business (Singapore), Singapore Polytechnic, Ngee Ann Polytechnic, Nanyang Polytechnic, Temasek Polytechnic and Republic Polytechnic.

The local sponsor so appointed by the applicant must be a SC or SPR and above the age of 21 years.

A Student Pass application must be submitted between two to six months in advance from the course commencement date. Where applicable and stated, a security money of 5$1,500 be deposited by the local sponsor in Singapore upon approval of the application.

Procedure

1. The applicant should first seek admission in one of the educational institutions as listed above.
2. The local sponsor of the applicant should then apply and complete the formalities in Singapore on behalf of the applicant.
3. Once the application is approved the local sponsor based in Singapore should deposit the required refundable security, if required.
4. Applicants are not required to be in Singapore while their applications are being processed.
5. On approval of the application, successful applicants may enter Singapore on a Short Term Visit Pass to complete the remaining formalities and then they will be issued with Student Passes in Singapore within one month of the commencement of the course.

Documents Required

Documents common to all categories of student applicants are:
2 sets of duly completed and signed Form 16 (see Annexure Singapore-IX) by the applicant and local sponsor.
2 sets of duly completed and signed Form V36 (see Annexure Singapore-X) by the applicant and local sponsor.
2 passport size color photographs affixed on Form 16.
Official birth certificate of the applicant - photocopy. Identity card of the local sponsor of the applicant - photocopy.
