Citizenship
Who Can Apply?
1. A person who is over 21 years and has been a Singapore Permanent Resident for minimum 2 to 6 years before applying. Applicant wishes to apply under own merit must attend a preliminary assessment interview after 1 year of permanent residence.
2. Singapore Permanent Resident who has completed full-time National Service.

3. Spouse of a Singapore citizen with minimum 2 years of permanent residence & married for at least 2 years prior to the application date.
4. Children (minor) of Singapore citizens born outside Singapore & residing permanently in Singapore.
5. Children of Singapore citizens born outside Singapore.
6. Overseas-born minor may qualify for Singapore Citizenship by Descent, if any of the following conditions can be met:
Father of the child is a Singapore citizen by birth & was lawfully married at the time of the birth of the minor.
Father of the child is a Singapore citizen by Registration & was lawfully married at the time of the minor's birth and the child shall not acquire citizenship of the country he was born because his birth took place in that country.
Mother of the child is a Singapore citizen by Birth & the child is born on / after 15 May 2004.
Mother of the child is a Singapore citizen by Registration & the minor is born on / after 15 May 2004. Minor shall not acquire citizenship of the country he was born in because the birth took place in that country, or
Father being lawfully married or mother being a Singapore citizen by Descent should complete an additional Annex to the application declaring their residence period in Singapore. Application can only be accepted if' applicant fulfils the requirements stipulated in (a) or (b) of the attached Annex to the application form (see Annexure Singapore XIX).

Procedure
Applications for citizenship must be made in Singapore at the following address by the applicant personally in case when filing application Form SCRA.
Form SCRM can be filed by the applicant personally at the ICA office or by his/her appointed legal representative in Singapore.

Applicant should first obtain the Citizenship form SCRM/ SCRA from the above mentioned address or from website http://app.ica.gov.sg/ser citizen/ download.asp. Complete the form and submit the same together with all the supporting documents at counter No.7 or 8.
The officer shall make a quick assessment of the form and documents and arrange for an interview of the applicant, if found eligible.

Applicant should carry the originals and a copy of all the documents supplied with" the application form when proceeding for the interview.
Applicant should now pay the requisite fee.
Wait for the notification of the result by the ICA on the application. Applicants can also log on to the website http:// app.ica.gov.sg/ser_citizen/citizenship/app_citizen apptoval.asp to know more details.

Documents Required
(a) Male/female applicant above 21 years and SPR who has completed full time National Service.
Completed and signed Form SCRA (See Annexure Singapore-XIX).
Completed and signed Form Annex (See Annexure Singapore-XIX-A) .
Latest passport size photo as per the photo specifications.
Identity card.
Birth certificate.
Marriage certificate.
Death or divorce certificate/separation agreement/custody proof of the child.
Citizenship of residing country, if any.
NS exemption letter, if applicable.
Passports (new & old) & Seaman Book, if any.
Entry permit.
Identity Certificate & Re-entry permit if any.
Educational or Professional or Trade Test Certificates including the Highest Educational certificate.

Letter from employer detailing employment date, position & monthly basic and gross pay. Basic pay must not include the following:
Extra pay by way of overtime / bonus / commission Food / Travel/Housing Allowances,
Any payment to defray special expenses incurred by applicant owing to special, unusual/hazardous nature of employment,
Employer's contribution -towards PF / Pension, Retirement Gratuity.
Income Tax assessment notice of the past 3 years.
CPF contribution history of past 12 months prior to application date.
In case of business person (i.e. sole proprietor / partner / Director of the company) - Current Computer Information of Business Profile from Accounting & Corporate Regulatory Authority.
If converted name - Foreign identity card and conversion of name document..
If applicant is married - Submit the following documents of spouse and children:
Passport of spouse and children.
Educational & Birth certificates
Identity cards.
Singapore citizenship certificates, if any.
Death certificate, if any.
Entry & re-entry permits of children / adoptive children/ step children (whichever is applicable).
If the applicant is single - submit the following documents of parents and siblings:
Identity cards.
Birth certificates.
Singapore citizenship certificates, if any.
- Death certificate, if any.
Passport of the parent/s.
Entry and re-entry permits of the parents / siblings.
Note: Applicants are advised to carry originals and one set of photocopy of the documents attached to the application form at the time of deposit of the form and also while proceeding for interview.
Separate application must be made if, the applicant wishes to apply for spouse and child/children.
Applicants not in Singapore should attach certified true copies of all the documents.
Processing time is 3 to 6 months.
Processing Fee - S$ 90/-
Issuance of citizenship Certificate, if approved - S$' 70/-
(b) Spouse of Singapore citizen.

Birth certificate of both.

Death or divorce certificate or separation agreement /custody proof of child of previous spouse/marriage of both applicant and spouse (whichever is applicable).
Proof of Indian citizenship of spouse, if any.
Passports (new &: old) and Seaman Book, if any.
Entry permit.
Identity Certificate &Re-entry permit, if any
. Educational/professional / trade test certificates of both;
Employer's Letter detailing employment date, position & monthly gross salary of both (if applicable).
Income Tax assessment notice of past 3 years.
CPF contribution statement of the past 1 year prior to the application date.
Computer Information on Business Profile obtained from Accounting & Corporate Regulatory Authority if the applicant 1 spouse is a sole proprietor 1 partner 1 Director of the Company.
Adoption order, identity cards, birth certificates,. Singapore citizenship certificates of Child 1 step child /adoptive child (if applicable), death certificate (if any) & (if not a Singapore citizen) travel documents, entry & re-entry permits.
If converted name - Local Identity card & name conversion document.
Note: Applicants are advised to carry originals and one set of photocopy of the documents attached to the application form at the time of deposit of the form and also while proceeding for interview.

Citizenship certificates of the parents.
Passports of the parents.
Entry permits and re-entry permits of any of the parents, if applicable.
Marriage certificate of the parents.
Parents' divorce certificate/ separation agreement/custody , proof of child, if applicable.
- Parents' academic/professional/educational/trade test / school leaving certificates.
Letter from the employer of the parent(s) detailing employment date, position & monthly salary.
Parents' Income Tax assessment notices of the past 3 years. CPF contribution statement of the parent/ s of the past 1 year prior to the application date.
Business profile taken from Accounting & Corporate Regulatory Authority, if anyone of the parent is a sole proprietor /partner /Director of a Company.
Adoption order, identity cards, birth certificates, Singapore citizenship certificates of child / adopted child (if applicable), death certificate (if any) & (if not a Singapore citizen) travel documents, entry and re-entry permits.
School report books/cards, school leaving certificates & testimonials of the child, if applicable.
Local identity card.
If converted name - name conversion document (if any).

Male applicants who are granted Singapore citizenship statute are required to register for NS upon reaching 16 1/ years in age.
If the applicant is not in Singapore he/ she can2 appoint a local representative to follow up the application.
Applicants not in Singapore should attach certified true copies of all the documents.
Processing time is 3 months.
Processing fee - S$ 90 Issuance of Citizenship Certificate, if approved - S$ 70.
d) An overseas born minor child for acquiring Singapore citizenship by Descent.
Duly completed and signed application Form SCRM (see Annexure Singapore-XX).
Latest passport size photo of the child as per the photo specifications.
Birth Certificate of the child.
Passport/ travel document copy of the child.
Identity card of the parent/ s.
Copy of the Singapore passport of the parent/s.
Marriage certificate of the parents.
If the marriage was registered outside Singapore, and father of the child is a Singapore Citizen, then c):1ild's father should make a Statutory Declaration that (name of wife) is his wife and the only wife.
Death/ divorce certificate/Separation deed/Custody document of child/ children of previous marriage, if applicable.
If the child is in joint custody with the previous spouse - a letter of consent from ex-spouse of the child.
If the application is submitted after one year of the child's birth - a letter of explanation for late submission.
If employed - letter from the current employer of the parent/ s stating the occupation, date of employment and basic and gross monthly salary.
If self-employed - business registration certificate, latest balance sheet, latest profit & loss account.
CPF contribution details for the last 1 year, applicable to employed parent/s.
Notes: 1. Applicants are advised to carry originals and one set of photocopy of the documents attached to the application form at the time of deposit of the form and also while proceeding for interview.
2. If the applicant is not in Singapore he/she can appoint a local representative to follow up the application.
3. Applicants not in Singapore should attach certified true copies of all the documents.
4. The declaration portion on the application form should be appropriately deleted and declared by the applicant before the Commissioner for Oaths/Justice of Peace/Notary Public who will officially endorse and seal onto the application form.
5. Applicants who submit the application personally at ICA office will have the declaration made at the end of the interview.
6. Processing time is 2 months.
