Norwegian Citizenship
Citizenship means affiliation with a state with rights and obligations vis-a.-vis that state.
Application of citizenship should be made within Norway at any Norwegian police station. The police are responsible for helping applicant and receiving the application and necessary documents. The police send the application to the um (Norwegian Directorate of Immigration), which makes the decision. As a rule, a Norwegian citizen is not allowed to hold dual citizenship. However, Norway may accept dual citizenship in certain cases.
The law allows for exemptions from the requirement concerning the length of residence for a person who has previously been Norwegian national, or is married to and living with a Norwegian spouse, or if there are special circumstances. Exemption may also be made from the requirement of seven years residence for nationals of other Nordic countries.

To obtain Norwegian citizenship one must:
.Be at least 18 years of age.
. Have resided permanently in Norway for the last seven years.
. Have a record of conduct.
. Not owe significant maintenance payments.
General documents that should be submitted with the citizenship application:
. Application Form.
. Birth Certificate or baptismal certificate.
. If applicant is or has been married, is a cohabitant or lives in a registered partnership: Marriage certificate / Certificate of cohabitation/ Partnership certificate.
Separation or divorce certificate - if applicable.
. List of any stays abroad.

. Documentation from the social security office that the applicant has/ does not have a maintenance obligation, the amount of owed maintenance, if any, and payment of the maintenance debt.
. Copy of agreement for paying maintenance debt, if any.
. Police certificate of good conduct, including for any child 15 years of age or older who is included in the application.
. Copy of old and new travel documents, including for any child who is included in the application.
. If child is included in the application:
Birth certificate or baptismal certificate.
If the child is of compulsory school age - confirmation from the school of the child, that the child is attending school.

Documentation of parental responsibility for the applicant.
If the applicant has joint parental responsibility - consent from the other parent.
If consent has not been given - see Item 15 on the application Form.
List of any stays abroad.
If child is 15 years of age or older - police certificate of good conduct.

Note

Application fee is NOK 2500.
The fee can also be paid in advance with the receipt attached to the application, regardless or whether the application is mailed or submitted in person.
Once the applicant is granted Norwegian citizenship, he/ she can apply for a Norwegian passport.
The passport application should be submitted to the police because it is the police who processes the same and issues the passport.
