Application Procedure
This pass is issued to a student who wishes to study in Malaysia. However, to further promote Malaysia as a centre of educational excellence, the Malaysian Government has introduced simplified and hassle-free entry procedures to welcome foreign students to study in Malaysia’s public and private higher educational institutions.

Under the new procedure, Malaysian institutions of higher learning will apply for Student Pass, and the student will be informed within 14 days of the application informing the student, whether or not/she have been successful. As such, the student need not have to apply directly for a student pass from the Malaysian missions in India. They only have to apply for an entry pass. All applications, processing, approval and issuance of Student Passes/Visas are done in Malaysia.

The Higher educational institutions has to sign a prescribed Personal Bond of RM 750 under Regulation 18 of Immigration Regulations 1963  as a guarantee that student will comply with the provisions of the Ordinance and any regulations, made there under.
Once the application is approved, Headquarters of Immigration Department in Kuala Lumpur will inform the student through the educational institution.

Conditions to issue Student Pass
Applicant must have an offer letter from an educational institution.
Applicant must have been accepted as a full-time course student (inclusive of English program) at Public/Private Higher Educational Institutions approved by Minister of home Affairs.

Application must have financial capability to meet course, living and travel expenses.
Applicant must not intend to work in Malaysia and ready to leave Malaysia at the end of studies.
Applicant must possess good health and character.
Only Post Graduate students can bring their immediate families to Malaysia.

Covering letter from the educational institute. (letter of acceptance)
Bank draft for the required fee.

Documents Required
The Educational institution in Malaysia will be required to submit following documents to Immigration. Department Headquarters in Kuala Lumpur:
Letter of offer sent by the institutions to the student
Application form – IM14 in duplicate
Two sets of Photocopy of student’s passport.
Two passport size photographs of the student
Prescribed Personal Bond from the Educational institute as mentioned earlier.
Application for transfer of educational institutions institute (if applicable)
Students must show their approval letter on arrival at the immigration point in Malaysia. A special pass will be issued, referring them to the respective State Immigration Department for issuance of Student’s pass. The education institution’s representative is also required to receive and attend to the student upon arrival. This is a kind of support service provided for international students, since most of the students are usually unfamiliar with Malaysia. Within two weeks of student’s arrival, the educational institution is required to submit students’ passports to the State Immigration Department to enable a Student Pass sticker to be affixed.
The fees for a Student Pass is RM 60.00 a year (or part of a year), while a Visa fee ranges from RM 6.50 to RM 100.00. All payment of fees, issuance of Student’s passes and Visas as well as renewal of a Student Pass can be done at the relevant State Immigration Departments.

Terms to be observed during the Course of Study for Student Pass Holders
Every student while studying in Malaysia must observe the following strictly:
Student must obtain prior approval from the Headquarters of the Immigration Department (Visa, Pass and permit Division) in case the student intends to transfer to other educational institution
Student can only undertake courses of study that have been approved by Ministry of Education Malaysia. In case the student wishes to change the course of study, the educational institution must inform the Immigration Department
The educational institution must also report to the Immigration Department if:
(a) The student fails to enter the educational institution after obtaining approval from the Immigration department within reasonable time.
(b) The student having entered such educational institution fails to remain or the studentship has been ceased by the institution.

Note: Student applicant is advised to check and confirm about any other documents/procedures required for his/her entry from the concerned educational institution where he/she proposes to proceed for further studies. Entry Pass for Family Students
Family members of student with Student Passes may also visit Malaysia by easily acquiring Social Visit Pass.
Application may be submitted to the nearest Malaysian Representative Office in india together with a copy of the Student Pass application and following documents.
